National Organization By-Laws for Eldaraenth LARP
Article 1 : Name and Purpose
Section 1 – Name – Eldaraenth.Org “Eldaraenth LARP”
The name “Eldaraenth LARP” was designated by the original game creators to establish an independent identity and a cohesive whole to the Live Action Role Playing Game previously held under the title “The Wailers” in 1991. For the purposes of this article and official publication “Eldaraenth LARP” refers to the game rules and its associated medieval fantasy world.
The Name “Eldaraenth.Org” serves as the title of the games administrative functionality as it pertains to maintaining the website, organizing chapters and events, maintaining the Eldaraenth LARP game and safety rules, maintaining player records, and enforcing organizational rules. Eldaraenth.Org as it references the website (http://www.eldaraenth.org) shall be henceforth referred to in this article as “the website.”
Section 2 – Purpose
The Purpose of Eldaraenth.Org is to maintain, organize and enforce the rules of Eldaraenth.Org and Eldaraenth LARP. The Primary Goal of Eldaraenth.Org is maintaining the safety and organization of the game as a whole, especially as it pertains to inter-chapter politics and game storyline. The secondary goal of Eldaraenth.Org shall be the organization of events at a national level for the entertainment and fun of all players and members. Members representing Eldaraenth are expected to conduct themselves in a knightly manner when representing the organization in public, to adhere to the rules and conduct as specified in all Eldaraenth gameplay documentation, and to have the highest regards for other members at official gatherings or events and for the community at large.
Section 3 – The Golden Rules
All members of Eldaraenth.Org will understand that business outside of this organization will be primary over this organization. Should a member be unable to attend events, practices, or other official gatherings sanctioned by Eldaraenth.Org because of mundane business, it will not be detrimental to the development of that person as a member of Eldaraenth LARP, nor shall it cause consequences to the development of their character above or beyond those outlined in the Eldaraenth LARP rulebook and this document.
All members of Eldaraenth.Org will recognize and follow the law of common sense and safety. If any activity is questionable, members will agree to ere on the side of caution, putting the safety and security of all members, players and property first and foremost.
ARTICLE 2 – Membership
Section 1 – Requirements
Players seeking to gain official membership into Eldaraenth.Org shall be required to submit a completed character record form including a signed waiver. Membership shall be granted once a player has submitted their form to Eldaraenth.Org, and has had their character background approved by the National Story Marshal. Players seeking entry into an existent chapter of Eldaraenth.Org shall be subject to that chapter's requirements for membership as outlined in their by-laws.
Section 2 – Official Membership
Official Membership in Eldaraenth.Org allows a player to have an entry added to the official Eldaraenth.Org wiki, as well as having their records maintained by the National Organization. Official Members of Eldaraenth.Org will be recognized for their standings with the game as it pertains to all functions of Eldaraenth LARP as determined in the rules for the purpose of Character Advancement at all official Eldaraenth LARP events. All members who do not attend an Eldaraenth.Org sanctioned event for a period of six (6) months will be considered in-active. In-active members maintain all of their rights as membership but no longer act as members for the purpose of votes or positions within Eldaraenth.Org. To regain active membership status, a member must attend at least three (3) Eldaraenth.Org sanctioned events.
Section 3 – Non-Member Players
Players in the Game of Eldaraenth that have not submitted their completed character record form or have not signed a waiver will not be recognized by the Eldaraenth.Org organization, and as such will not have any character advancement recognized at Official Eldaraenth LARP National events. Event organizers for local events will not be required to recognize the character advancement of a non-member player, but may chose to do so based on their local chapter rulings.
Section 4 – Members without Chapters
Players in Eldaraenth LARP do not have to have membership in a particular chapter to become members of the Eldaraenth.Org Organization. Members that are not part of an official chapter have their records maintained by the National Organization based on Official Eldaraenth event attendance records. A member without a chapter does not gain the benefits associated with chapters, such as representation to the National game or a vote on rules amendments.
ARTICLE 3 – Chapters
Section 1 – Chapter Definition
A Chapter is a recognized group of players, usually organized by geographical location that have come together to form an official group for representation inside the Eldaraenth.Org structure. Chapters are responsible for hosting local events and combat practices. Chapters are also responsible for community involvement for their area, and ensuring that all Eldaraenth events in their area are held in accordance with all local laws and ordinances.
Section 2 – Chapter Recognition
Chapters in Eldaraenth.Org will be recognized once they have submitted a set of bylaws consisting of at least two offices, consisting of a chapter executive officer and a chapter combat marshal, however these offices can be held by the same player, signed by at least five (5) players. Chapters will continue to be recognized as official chapters as long as they maintain at least five (5) active members.
Section 3 – Benefits
The benefits of forming an official chapter allow a player to be more involved in the running of the game. Official chapters in Eldaraenth.Org are allowed to host official events and have representatives to both the Combat Marshal Council and the Game Council. Players that are not part of an official chapter do not have representation for these meetings.
Article 4 – Game Hierarchy
Section 1 – Owner
The Owner of Eldaraenth.Org is Matthew A. Brotherton. The Owner shall serve as the legislative and executive head of the Eldaraenth.Org National Organization. The term of office of the Owner shall be lifelong, or until the owner steps down. The Owner of the Game shall be replaced by either appointment from the previous owner, or a simple majority vote of all Active Official Members of the Eldaraenth.Org organization if no such appointment is made. The Owner shall have the final say in all Eldaraenth.Org rulings and rule changes, including changes to the Game Rules. The Owner shall serve as the head of the Game Council, and the Parliamentary Officer during official meetings. The Owner will shall also be responsible for the final decision on any disputes that cannot be addressed by the Game Council, on which the Game Council cannot make a ruling, or in which the Game Council cannot be assembled to address.
Section 2 – Game Council
The Game Council shall be made up of one representative from each Official Chapter, chosen by the chapter's local by-laws. The Game Council's duties shall include co-ordination of events between separate chapters, as well as discussion of rules changes as they pertain to the Eldaraenth.Org organization and the Game Rules. The Game Council meetings shall be open for public view, it shall be up to the council to determine at the time of each meeting if public participation shall be allowed. The Game Council shall be responsible for ruling on disputes between chapters and address the concerns off the membership at large. The Game Council shall meet annually in September, as well as as often as they need to meet, with a one month notification for all official meetings.
Section 3 – Combat Marshal Council
The Combat Marshal Council shall be made up of One Combat Marshal per chapter as well as one Owner appointed combat marshal for every 50 active players. The Combat Marshal Council shall be responsible for decisions involving changes of rules in the Libram of Combat. The Combat Marshal Council shall meet every September.
Section 4 – Chapter Officers
Chapter officers shall be responsible for all chapter dealings in accordance with their local by-laws.
Section 5 – Members at Large
All official members of Eldaraenth.Org will be tasked with maintaining the security, safety and integrity of the Game, players, and property on which events take place.
Section 6 – Additional National Officers
Additional National Officers shall be by appointment, with offices created as necessary. These offices may include but are not limited to National Story Marshal and National Combat Marshal. All National Officers will be appointed publicly by the Owner. National Officers will serve a term of 1 year, or until they abdicate their position. National Officers may also be removed by office either through removal by the Owner, or by impeachment by the National Council through a 2/3rds majority vote.
Article 5 – Eldaraenth.Org Events
Section 1 – Event Host Requirements
All official Eldaraenth.Org events shall be available to all official members in good standing. Official Eldaraenth.Org events shall be announced at least Thirty (30) days in advance on the Eldaraenth.Org website. To be eligible to host an official event, the Member(s) hosting must either belong to an official chapter, or the event must be sponsored by an official chapter. All Eldaraenth.Org events shall be held in accordance to Local, State, and Federal Laws, as well as the rules and doctrines of Eldaraenth.Org
All events shall be announced 30 days prior to the event date. Event announcement shall include the event location, the event date, as well as times for Opening and Closing Registration, any possible Event Fees, and any special rules for that event. It is preferred that a schedule for the event also be announced, but is not required.
Section 2 – Event Attendance
All members of Eldaraenth.Org shall be allowed to attend any official event or gathering. Members and Players of Eldaraenth.Org may be forbidden entry into an event only under the circumstances outlined in the Disciplinary Actions section of this document. Members attending an event requiring a posted Event Fee may still be in attendance of the event, however they may be barred from participation in certain aspects of the event in the discretion of the Event Host. This may include, but is not necessarily limited to Tournaments and Feasts.
Players who attend an event that grants merit or other game benefit in accordance with the Eldaraenth LARP rules system shall be counted as in attendance if present from Opening Registration through Closing Registration, forgoing extenuating circumstances at the discretion of the Event Host. Medical Emergencies will always be recognized as an extenuating circumstance.
Section 3 – Event Rules
Events will follow the basic rules as outlined in the Game Rules, unless otherwise posted. Individual events which have rules differing from the official Game Rules will have those rules outlined in the Event Announcement.
Article 6 – Disciplinary Action
Section 1 – Rules Violations
Members of Eldaraenth.Org, and all players of Eldaraenth LARP are expected to follow all Organization, Event, and Game Rules, as well as all Local, State, and Federal Laws. Violations of these rules will be addressed immediately by the Event Host, Chapter Officers or National Officers as outlined below. Depending on the severity of the violation, the officer addressing the issue may find it necessary to move ahead in the outline at their discretion. Members seeking to appeal disciplinary action may do so by having the occurrence addressed at an official meeting of the National Council.
Section 2 – Disciplinary Actions
First Offense
Members shall be given a verbal reprimand of the offense, and have the inappropriate behavior explained to them. This should be done discretely, and away from public view.
Second Offense
Members shall be issued a written reprimand of the offense, explaining the inappropriate behavior, and the nature of the offense. This reprimand shall be signed by both the offending party and the officer handling the situation, and submitted to the National Records.
Third Offense
Members shall be suspended from Eldaraenth.Org event attendance for a period of three (3) months. A written reprimand of the offense shall be submitted to the National Records signed by the addressing officer.
Forth Offense: Member shall have his status as a member of Eldaraenth.Org revoked for a period of one (1) year. Member will not be allowed to attend any Official Eldaraenth.Org gathering during this time, however his character records shall be maintained.
Fifth Offense
Member shall have his status as a member of Eldaraenth.Org revoked. Member will not be allowed to attend any official gatherings of Eldaraenth.Org for a period of two (2) years, after which time they may submit their information to once again become a member of Eldaraenth.Org. Character Records will not be maintained. Members reapplying for membership into Eldaraenth.Org will not be allowed to hold an office in Eldaraenth.Org at any level for the remainder of their membership. Any further offense will remove the member from the game permanently.
Legal Violation
Any member found to be violating any local, state or federal laws will be permanently removed from Eldaraenth.Org, and will be turned over to the authorities.
Written Reprimands shall be removed from the members National Records after a period of six (6) months without violation.
Article 7 – By-Law Amendments
Section 1 – Amending The By-Laws
All amendments to these by-laws shall be submitted to the National Council. Amendments that pass the National Council by simple majority shall be submitted to the Owner for ratification.
